MSP EC License Reassignment After Manual Deactivation	This feature changes the behavior of MSP licenses for MSP ECs that have been manually deactivated. Current behavior is that when an MSP admin deactivates an MSP EC, the EC network becomes unusable. Licenses assigned to that MSP EC remain assigned and cannot be reused for other MSP ECs. The new behaviors is that manual deactivation of an MSP EC will still make the MSP EC network unusable, but its assigned licenses are released for use by other MSP ECs.
